Can you talk about Chandra using air miles from Condit?

Chandra flew back to California in December to take her finals. She emailed a friend that her boyfriend took care of the flight for her.

Condit provided frequent flyer miles for the flight out, but expensed her flight back to DC just before Christmas as himself from his office account.

The significance of this is that up until a week before she disappeared she expected to be making another round trip flight to California and had made no arrangements for it.

That was probably because she expected to fly on Condit's air miles again. One of a number of things she was still waiting on answers.

Why did her internship suddenly end? What concerns were raised about this?

Chandra was totally blindsided by the abrupt ending of her prestigious paid internship in the Bureau of Prison Public Relations office. She expected to continue working after she attended her graduation ceremony and had applied to both the Bureau of Prisons and FBI for permanent jobs.

There were internship to full time programs specifically for minorities and women. And yet Chandra got the impression that a casual encounter with someone in HR who found out she had met her graduate requirements in December meant her internship was over now.

What was as strange as the ending was the beginning of her internship. She called the BOP from California and said she didn't want just any internship, she wanted one that would challenge her and advance her career.

And she somehow told this to a manager who said we have a spot for you in the Public Relations office, a paid internship. How likely that that was unarranged serendipity? The Modesto Bee originally reported that Condit helped arrange that job, but the BOP denied it.

The week before her internship ended, Chandra asked Condit about something her mother and a friend told her, that the friend's daughter had a romantic relationship with Condit that ended badly.

Chandra told her mother that Condit had explained it all, there was nothing to worry about. The problem was it didn't matter how little substance there was to it, the rules of secrecy were broken even though Chandra never named him outright.

Cell phone calls from her that showed up on phone bills ceased after that and the next week she was told her internship had expired due to the date she met her graduation requirements.

In another week she disappeared, and she was no longer a government employee when she disappeared.

What could the constant calls between Chandra’s phone line and Gary Condit could suggest?

The phone calls from Chandra prior to Condit explaining it all were to his message line, for him to return the call. But after that those phone calls from her cell phone ended.

The calls she made after that were to her landline to check for a message left. The day before her disappearance she checked frequently for a message.

When or how did they finally find Chandra’s body? What state was it in?

A woodworker who frequently walked Rock Creek Park looking for artifacts such as turtle shells to use in his projects came across his dog pawing at something in a depression under the leaves on the side of a hill.

He scraped the leaves aside and saw a human skull. He went nearby and called police. To give an idea how isolated this location was, he said he walked Rock Creek Park nearly daily and hadn't visited that location in at least five years.

The bones were concentrated in a shallow gully covered with leaves with the skull separated and downhill several feet, but there were bones spread out over the area.

Some of the bones being embedded in the ground and leaves covering them indicated they had been there through the winter freezing and thawing at least since fall. The clothes were mostly separated from the bones.

Where was the body in the park?

In the most isolated spot you can imagine, yet close to a picnic spot on a main road along the top of the ridge running along Rock Creek Park.

Halfway down a steep slope, above was a walking path that didn't go anywhere, just circled around the peak. Dozens of yards below was a 70 foot sheer quarry cliff. Several yards away on each side were 10 feet or so deep gullies.

The only way to get there was to walk out a narrow path to nowhere, then down a steep slope hundreds of feet to nowhere. And you can't really walk. More of a controlled slide.

Yet this isolated side of a hill was bounded on the upper right side by a steep Western Ridge horse trail running along Glover Road along the top of the ridge. Picnic area #18 is a well marked picnic table along the side of the road as close to a level picnic table you're going to find up there, which isn't very level.

Walking out on the footpath around the peak for several yards gets you to a point where you would start dropping down the side of the hill to get there.

There's no indication to a passerby where that would be.

Why didn’t police find it when they searched the park?

The DC Police refused several offers of help from search dog volunteer groups. They refused help from volunteer police search groups. They had police recruits do the search. And they told them to stay close to the roads and trails.

The question might be more how would they expect to find something like that. It appeared to be more of a PR exercise to get the media off their backs.

Having said that, it's hard to see how a dead body decomposing on the side of the hill would have not been noticed before that July search.

Was the body positioned in any way? Was she tied up?

The body was aligned in a small gully, a very shallow grave if you will covered by leaves. Her leggings were knotted at the ends indicating she had been bound. Some observers say that would be a convenient way to transport her body across and down the hill, and it would be.

I believe the scene was a staged sexual assault scene. Her sunglasses were several yards on further away from the picnic area and road. This would indicate she was walking toward the road, not brought in from the road. The problem is that there's not much of anything to come from.

It would also indicate the abductor was comfortable with bondage.

Where was the body in relation to her apartment? Where was that in relation to Condit’s apartment?

The locations of Chandra's apartment, Condit's condo, Klingle mansion, and Grove #18 on Glover Road are roughly north and south with each location about a mile and half apart.

Condit's condo is about a mile and a half north of Chandra's apartment, Klingle mansion is about a mile and a half north of Condit's condo, and Chandra's body was found about a mile and a half up from Klingle mansion.

Where was the body in relation to the Klingle mansion?

I walked from Klingle mansion to the top of the ridge along Glover Road where news indications were the spot was close to grove #17/18.

I eventually got there, and I eventually found the site where her body was found, which I wrote up in chapter Horse Trail. It is down steep hills and up steeper hills with no indication where you are or where you're going.

The bulk of the distance is a nice pathway along Beach Road but getting to Klingle mansion and down to Rock Creek pathway is problematic, and finding Western ridge horse trail and walking up that hill and finding the steep side of the hill where she was found is even more problematic.

Why do you believe she was searching for the Klingle mansion?

She was definitely not searching for Klingle mansion, she did a search on Rock Creek Park which brought up the address of Rock Creek Park, park headquarters at Klingle mansion at the end of Williamsburg Lane.

That name and address appeared at the top of a web page in her browser cache.

Did they ever find any DNA on Chandra’s remains? What’s the story behind that? Did the DNA ever match anyone?

The official statement in 2002 was that no DNA evidence was found. The 2009 indictment of Guandique said there was DNA evidence.

That of course sounds very official and indictment and trial followed. The trial testimony was that the DNA was found on her leggings, wasn't identified, wasn't Guandique or Condit, and was contamination from law enforcement mishandling.

So the US Justice Department cited unidentified DNA contamination for the indictment, except they left out the words unidentified and contamination. And that was the only physical evidence.

Who is Ingmar Guandique? Do you know anything about his past before he became a suspect?

Guandique came into country illegally around 2000 from El Salvador and stayed with people he knew in an apartment up above Military Road.


When was Guandique first arrested?

Just six days after Chandra disappeared Guandique was chased out of a neighboring apartment building when she screamed. He was found by police carrying screwdrivers and her ring. He was arrested and booked.

If he was arrested in a close proximity to the other attacks wouldn’t his wounds show from allegedly killing Chandra on May 1st? His landlady claims she saw him with a beaten up face May 1st.

I have called for that May 7 booking mugshot to be produced as soon as that landlady testimony was given. Such memorable facial injuries that she recalled two years later as occurring exactly on May 1 would have been quite visible six days later.

That mugshot was never produced by police. The landlady's recollection was part of the indictment, the photograph that would have shown whether it was true was not.


How did Guandique become the focus of police?

Only a week later the unchastened Guandique chased down a jogger, grabbed her around the neck, and pulled a knife on her. She fought him off and he ran away.

Six weeks later he chased down another jogger and again grabbed her, held a knife to her, and pulled her off the jogging trail. She fought him off and ran away. These were terrifying attacks.

After the second attack, how soon was Guandique captured?

The second jogging victim flagged down a motorist, got the park police, and they found him and arrested him. This time he stayed in jail.


Did Guandique admit to these attacks? What was the outcome of Guandique and these attacks?

Guandique pled guilty to the serious charges and was sentenced and served ten years in federal prison. He stayed in prison through his trial and conviction and grant of retrial. With the case against him dropped, he was deported.

After the police found Chandra’s body in the park, did they think that Guandique could have been a suspect?

He would have been high up on the list, assuming the police believed Chandra was jogging there and are looking for a park assailant.

But Guandique already had had a first cellmate confession accuser while awaiting hearings and sentence for his jogger assaults. He was questioned and polygraphed and passed, and his accuser was polygraphed and failed.

So he had already been investigated for Chandra's murder.


Was there any evidence linking Guandique to Chandra Levy?

No, none whatsoever. In fact DNA found on her clothes wasn't his.
