Woman found killed in 1999 identified as Missouri woman

NEW ORLEANS - The body of a woman found shot to death in the Gulf of Mexico five years ago has been identified as that of a Missouri woman, the FBI said Friday.
Fishermen found the body about 20 miles south of Grand Isle in February, 1999, wrapped in a fishing net with a 40 pound concrete block inside, bound with a cable wire. An autopsy found that she died from a gunshot wound to the chest.
The woman has now been identified as Rosann H. Stegall of St. Louis, according to the statement Friday from the FBI in New Orleans.
The body was badly decomposed when it was found, but a reconstructed clay model of the woman's face was created by Mary Manhein, a forensic anthropologist at LSU. FBI agents determined that the victim was Stegall, who had been investigated as a missing person by St. Louis County police in February 1999.
Dental records confirmed that the body found in the Gulf was Stegall's, the FBI said.
The FBI is investigating the matter as a federal crime on the high seas, and St. Louis County police still have an open missing person investigation.
