Vallejo boy reports seeing girl abducted

San Francisco Chronicle
Charlie Goodyear, Chronicle Staff Writer
November 6, 2003

Police scoured a Vallejo neighborhood Wednesday night for any sign of a teenage girl they believe was kidnapped from a city street in broad daylight, but they had little to go on because no one had reported the girl missing.

As helicopters buzzed overhead, police went door-to-door in the neighborhood around Borges Lane and Christopher Street, where the crime reportedly occurred, looking for leads. Their only witness was a 12-year-old boy, who said he saw the abduction. Neighborhood residents said they had not seen anything unusual at the time the crime was said to have occurred. As of last night, no one had notified Vallejo police to say their child was missing.

"It is unusual not to have a matching call'' reporting someone missing, said Police Lt. Eric Mortenson. "We're hoping that this witness perhaps misinterpreted something."

Still, police pressed ahead with a full-scale investigation because nothing about the witness' story suggested it might be a hoax.

"It appears to be credible," Mortenson said. "There doesn't appear to be any reason why he would make up this story."

The boy, whose name was not released, told his mother he was walking home from school when he saw a blonde girl, about 13 or 14 years old, being pushed into a black pickup truck by a man dressed in black, Mortenson said. The boy's mother notified the police, who questioned the boy and began a search.

Authorities summoned two helicopters to join the effort as officers went house-to-house looking for witnesses. The helicopters were called off as night fell, but the hunt continued as police expanded their efforts to other neighborhoods on the city's north side. Investigators also were reviewing tapes taken from the security cameras aboard city buses that pass through the area in the hope they may have recorded something useful, authorities said.

The California Highway Patrol did not issue an Amber alert notifying motorists and police statewide to keep an eye out for the suspect's truck because the description of the suspect, his vehicle and the victim herself were too vague to be useful, authorities said. However, some local television stations ran alerts about the abduction during the evening hours.

Neighborhood residents said they had not seen anything unusual in recent days and did not recall seeing a girl matching the victim's description on Wednesday.

"I would have heard it if she'd screamed,'' said Marie Aroc, whose front window overlooks the intersection where the abduction reportedly took place. She said she spent much of the afternoon looking out her window and would have noticed anything unusual. "I hope it's a prank. I really do."

Police said the girl was about 5 feet tall and white, with a medium build and shoulder-length hair. She was last seen wearing a light-colored or light- blue T-shirt, black pants and blue shoes. She carried a red backpack.

The suspect was described as white man with a medium build; he wore a black ski mask and black clothing. He drove a black pickup with a black cover over the bed.

VALLEJO
No kidnapping; boy made up story

Charlie Goodyear Friday, November 7, 2003

Police announced Thursday that a 12-year-old boy who a day earlier reported seeing a girl kidnapped had made up his story.

"He has recanted his statement,'' said Vallejo Police Lt. Eric Mortenson. "None of it happened."

The false report had prompted a large-scale door-to-door search of a north Vallejo neighborhood with some 50 law enforcement officers, including agents from the FBI.

Mortenson said detectives re-interviewed the boy, who was not named, on Thursday afternoon. When they noticed discrepancies in his story, he finally admitted to lying about seeing a girl forced by a man in a ski mask into a black truck.

"He did in fact see a black truck go by,'' Mortenson said. "But the description (of the suspect and the supposed victim) was something he made up entirely."

Police are not sure why the boy, who lives on McGrue Avenue, lied to investigators. Attempts to contact his family on Thursday were unsuccessful.

The boy could face possible criminal charges. Mortenson said the Solano County district attorney's office is investigating.

"This has been a tremendous drain on our resources,'' the lieutenant added. Asked if the boy had apologized, Mortenson said, "He has not shown any remorse. He did not cry, and he did not say he was sorry."
