How Chandra Levy's Murder Can Be Solved

This chilling comment came from D.C.'s Chief Medical Examiner Dr. Jonathan Arden, after examining the skeletal reamins of Chandra Levy: "It is possible we will never know the injury that caused her death."

The cause of death is a key element in any murder investigation. But in the case of Chandra Levy, who was missing more than a year before it was determined that she was murdered, Dr. Arden concluded that the cause of death is "undetermined". He listed the manner of death as "homicide." This means that the bones didn't render enough clues to say for certain if she was killed by blunt force trauma, stabbing, strangulation, or a gunshot. There was a news report that her skull was fractured, but the medical examiner said, "Were there evidence of damage to the skull prior to death then I would have concluded whether it was fatal."

D.C. Police Chief Charles Ramsey said that he is confident his department can solve this homicide. Police still have not determined if the heavy woods in Rock Creek Park where the remains were discovered by a man with a dog looking for turtles was the
primary or secondary scene of the killing. In other words, investigators have not discounted theories that she may have been killed elsewhere and dumped in the park.

The lawyer for the Levy family, Billy Martin, said they are satisfied with the police investigation, thankful to the media for keeping this case in the public eye, and hopeful justice will be done. "I have always said that there is no such thing as the perfect crime. There is evidence on the scene that could solve this crime."

Detectives have recovered clothing, a Walkman and other items that will be sent to the FBI for DNA analysis looking for evidence of another person. The Levy family believes she went to Rock Creek Park to meet someone. Police want to reinterview a number of people. Asked if that includes married California Congressman Gary Condit who admitted having an affair with Chandra Levy, Chief Ramsey said, "We'll speak to anyone detectives feel may have valuable information."

If the forensic evidence fails to lead to a suspect, police may rely on testimony. They need a break. They need information. Changing the classification of this case from missing person to murder really doesn't change the nature, scope or intensity of this investigation since detectives from the violent crimes unit have been assigned to the case since the beginning. But it raises the stakes for anyone who has made inconsistent statements or may have withheld information.

A murder similar to the Chandra Levy case resulted in a conviction. The skeletal remains of a teenaged girl were found after six months near a school yard. Former prosecutor David Schertler, who headed the homicide unit of the U.S. Attorney's office, said that the medical examiner was unable to determine the cause or manner of death. But other evidence was developed and ultimately a relative of the murder victim confessed to the crime.

When D.C. Police Chief Ramsey expressed confidence that his department will solve Chandra Levy's murder he referred to the Starbucks shootings in Georgetown. In 1997, three employees were shot, execution style, during an attempted robbery that went bad. Those murders seemed destined to remain a mystery when the case went cold. Years later, Carl Cooper was arrested, confessed, and pleaded guilty to all charges.
