It appears these woman take out restraining orders as they live in fear but they don't seem to help them. We have seen many cases like this. We need a new way to handle this problem. Any suggestions?

OILDALE, Calif. -- A woman allegedly shot by her estranged husband had a restraining order against him. Annette Sowders-Fuller and her mother were killed Saturday morning.

Bob Fuller has been arrested in connection with the murders. Kern County Sheriff's deputies say Fuller had been arrested last week for violating a restraining order.

Family said they worried about the situation for years.

"He had started drinking," sister-in-law Amy Sowders told Eyewitness News Monday morning. "He was abusive with clients, animals and the house, anything around, and she was kind of in a state of denial, wanting to be on her husband's side."

Annette Fuller, 45, and her mother, Sharon Sue Cannon, 69, were found shot to death at the family's ranch in the 200 block of South Plymouth. Later, officers arrested Bob Fuller, 56.

Often times, restraining orders just seem to make things worse. I think that many of these "restrainees" suffer from borderline personality disorder. They alternate between seeing those around them as either angels or saints, but nothing inbetween.
I think that dialectical behavior therapy, anger management classes, medication and regular monitoring should be mandatory for people who show signs of abusive, overly jealous and/or stalking behavior. Men and women need to leave abusive situations immediately and break off abusive relationships right away, as well. Going to a shelter and restarting one's life is better than having a violent event occur.
