I was reading Ann Rules book "Kiss Me, Kill Me" and the last Chapter was on a missing person. Ann Rule references Chandra. I do not know if you knew this was in the book. I stumbled upon it.
Here is what is says on Page 379 (paperbook edition) in the Chapter, -"Where Is Julie?"

Most people who followed Chandra's disappearance believed she was gone forever, cleverly disposed of by the man who killed her. Most rumors said that she had been hidden under a cement parking lot. I thought I might share that with all in case it was information that everyone was not aware of that was in one of Rule's books.

The buried under cement wasn't a rumor, it was a hoax tip that was checked out at the military base indicated in the tip, and a lot of trouble was gone to to determine she wasn't there.
I suggested she may have been buried in construction on Luray's Main St. which was under extensive construction at the time Condit was there at midnight making a phone call at a pay booth outside a closed McDonald's.
There was a lot more thought of Chandra being in a landfill than under concrete. I thought either one was possible in Luray, and I don't think there's any basis for sanguinely thinking that Chandra was missed by every person with their dog for a year off of a horse trail in Rock Creek Park instead.
Chandra may have turned up there more cleverly than Ann thinks.
